  Introduction Undoubtedly, the society and its organization is a complex and dynamic phenomenon which must be understood both to improve human relationship and the art of government. The word "government" is derived from the Latin words "GuberNaculum" meaning the framework through which the executive functions, judicial functions, and legislative functions as well as administrative business of the state are carried out. In other words, government can be seen as the administrative machinery (i.e the Legislature, Executive and the Judiciary) of the state for the imposition of order and enforcement of its will.
